スイスの人道支援NGOの事業統括としてウクライナで仕事を始めて約1年経ちます。 この間、米国はほぼすべての対外支援事業を停止(https://www.bbc.com/japanese/articles/cr53vy1q9d9o）。ウクライナでの人道援助事業も突然死し、多くの援助機関やプロジェクトが止まり、2月～7月の間は様々な人道援助職員のリストラの嵐でした。自分の所属する事務所は米国からの直接の資金は供与されていなかったものの、スイス本部や他国事務所は数百人単位の人員削減を断行せざるを得ず、ウクライナのみならず全世界で職を失った人道援助職員であふれていたと聞きます。 突然の人道援助予算蒸発により、数少ないプロジェクト公示（Open call）に多くのNGOが殺到し、競争が激化する状況が続いています。そのような中、私の策定したプロジェクトプロポーザル3件が承認されました。援助のパイが小さくなっている中で3件も一気にとれたスマッシュヒットは金額以上にプロポーザルの質と価値が認められたという点でうれしいです。 一つ目は、人命救助（Life saving）を中心にした人道援助プロジェクトで1百万ドル。約70以上の国際NGOやウクライナ国内NGOが応募する中で約15機関が選ばれました（UHF担当者談では私のプロポーザルはTier 1トップスコアグループだったというリップサービスがありました）。こちらは1百万ドルのプロジェクト構想で、10人近くに指示を飛ばして様々な必要資料を昼夜休まず作り続けてゲットしました。 もうひとつはユニセフ公示の障害児支援プロジェクトです。これには約13～15機関が応募し、初めユニセフは複数機関を採用する計画だったらしいのですが1団体に絞り、最高スコアを得た私のプロポーザルが承認されました。実にユニセフプロポーザルは賞味3日で構想を練り、5稼働日で予算から必要な情報収集までをおこなった離れ業であったため正直驚きですが、一方で長年取り組んできた障害児支援の分野であったため、提案すべきことはわかっていたという優位性はありました。もともとは1百万ドルの提案。しかし、ユニセフとプレ承認ステージで技術的折衝を続けているうちに2百万ドルに予算が膨らみ、目下最終承認を待っているところです。通常、国連機関は提案された額を減らす要求は出せど「額を増やせ」というのは聞いたことがないので、ある意味驚きです。 スイスのNGOでは障がい児を中心に据えた取り組みを全面的に行ってきた経験がないらしく、本部に技術的支援の支援を依頼したところ「Good luck」という趣旨の返事だけが返ってきました。一方でパイオニアとして前例に縛られることなく事業展開ができるのと今後の事業に関わる提言ができる立場になるので良いことと思います。 更に同時期に3つ目のプロジェクト承認がなされました。これは社会心理支援（MHPSS）と社会的養護（いわゆる家庭で生活できない子どもたち）の支援。で2百万ドル。これはある台湾のドナーで、この機関の二国間援助事業の歴史のなかでNGOに供与する中で最も大きな金額とのこと。ウクライナではもう一つ日本でも名前が知れている有名な国際NGOが資金供与を受けていたのですが、質が悪かったらしく資金打ち切りとしたようです。非常に厳しい世界です。 この3つのプロジェクト承認によって私の事務所は息を吹き返し始めています。とりあえず人道援助で支援を必要とする脆弱層の支援が継続できそうなので安堵です。 Read more
